Most people who get started in public speaking will speak for free at a church, or any other type of public gathering. Inevitably people in the audience will get to know and refer you.
I know of one guy who became very successful after winning 2nd place in a national toastmasters tournament. He was able to put "2nd place winner in national speaking tournament" on his resume.
Speakers sell to "meeting planners" do a search on this term and you will find the most lucrative customers for professional speakers.
