Government did reward the banks that gave away subprime loans. But the government didn't force any bank to deal with the mortgage bond market.

The story of "the fisherman and the bird" was something eye-catching. Well, I guess, people can blame all they want but the fact remains that blaming doesn't result to anything. Instead, doing something to alleviate the suffering would somehow ease it.
