Sounds like Wheeler Dealer. A British TV show where the guy buys a car at auction and then has His Mechanic Guy schmick it up. Then he sells it, always at a Profit.

When people Ask if he's done anything to it, he tells them Everything he's done to it - everything his guy did to it.
