Very first thing I would do before getting too excited, is start checking with your local & state authorities about the laws covering billboards.

Many states, counties, cities, have made some pretty drastic changes regarding size, location, etc.

The laws here in TN are getting more strict each year, so I'm betting the rest of the country is far ahead of us!
