From the sounds of it, your best bet would be to simply have generic tissues house-branded like many grocery chains do. No manufacturing, no printing, just order, stock, and sell them. They do require a substantial order to do this, of course, so make sure you have adequate, clean, heated/ventilated, storage space for the pallets of tissues. Paper products deteriorate rapidly unless they're in an environment controlled facility so the problems of expansion and contraction from temperature/moisture swings don't happen. Be prepared for substantial up front costs for printing no matter which way you go: on the box print or an overwrap subsequent to boxing of product.
It sounds to me like you really need to do some serious researching and study before proceeding, judging by the type of questions you're asking. Learn first, then decide, then take action as appropriate. If you are as uninformed about the business as it sounds, you'll have a tough time getting financing unless you have experienced folks as partners. Best get busy researching your chosen field before going any further.
