Here are a couple of things I know about this:
1)Lawyers are not allowed by their professional ethics to provide legal advice in general, outside the context of the lawyer-client relationship. You will therefore not find real advice given away for free online by credentialed lawyers, only general information.
2)It would be really stupid for a non-lawyer to pretend to give general advice on the law. The law is too complicated for a non-lawyer to make authoritative statements about it. Also, by its nature the law depends very much on the individual circumstances of a situation. So disclaimers like the above show that the person who said that is aware of all this.
3)People online, in forums and elsewhere, keep trying to get legal advice from unqualified people. The most responsible and intelligent reaction is to try to steer them in the right direction - away from any gross misconceptions and toward a consultation with a qualified lawyer.
