Don - if you're starting a site from scratch, I'd highly recommend looking at using wordpress so you can create/edit/maintain the site from anywhere as easy as using a word processor.

If you have existing files created in Front page, you're probably going to need FP to continue to work with them since FP has always done it's own thing with html and doesn't produce the cleanest code.

Me, I use an OLD version of Dreamweaver that I love (version 4) but I haven't really used that since wordpress became a good content management system and not just a blogging platform a few years back.
