Fiverr's audio transcription offers are good - I've used them before at a fraction of the cost of regular services. I prefer to use someone in a "first world" country - an Australian I used only stumbled on a few local town names but was otherwise word perfect.
Another option is to train the built-in speech recoginition in Windows.

It's been there since XP but (even by Microsoft standards) isn't perfect, so they don't brag about it. But it works OK if you're the kind of person who likes to do dictation.
