Mandatory Service For All Able Young People (National Service)

Barry is bringing the Change he so promised. The change that he said Had to start not from the top down, but from the bottom up - so the top won't have to change, you see. And Congress has now passed what amounts to a National Service bill.

To begin with, the legislation threatens the voluntary nature of Americorps by calling for consideration of “a workable, fair, and reasonable mandatory service requirement for all able young people.” It anticipates the possibility of requiring “all individuals in the United States” to perform such service – including elementary school students. The bill also summons up unsettling memories of World War II-era paramilitary groups by saying the new program should “combine the best practices of civilian service with the best aspects of military service,” while establishing “campuses” that serve as “operational headquarters,” complete with “superintendents” and “uniforms” for all participants. It allows for the elimination of all age restrictions in order to involve Americans at all stages of life. And it calls for creation of “a permanent cadre” in a “National Community Civilian Corps.”

Civil Service Bill H R 1388

This bill would hope to make anyone a state zombie. You're basically barred from your constitutional rights! and would make it illegal to participate in any sort of protest, demonstration and even practice your religion! (see point 7). If you're doing "national service" per the R. Emanuel program, and you tell someone to check out a religion (ANY religion), you could be arrested and prosecuted for "breaking this law".


This bill passed the House - it lays the groundwork for
Rahm Emanual's plan for mandatory civilian (including military components) "civil" service...this was just found in the fine print of the bill:

H.Amdt 49 to H.R. 1388 Prohibits Organizations From Influencing… Legislation, Protesting or Petitioning.


SEC. 1304. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS.


Section 125 (42 U.S.C. 12575) is amended to read as follows: ..SEC. 125. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS.


..(a) Prohibited Activities- A participant in an approved national service position under this subtitle may not engage in the following activities:

..(1) Attempting to influence legislation.


..(2) Organizing or engaging in protests, petitions, boycotts, or strikes.


..(3) Assisting, promoting, or deterring union organizing.


..(4) Impairing existing contracts for services or collective bargaining agreements.


..(5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office.


..(6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials.


..(7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.


..(8) Providing a direct benefit to–

..(A) a business organized for profit;

..(B) a labor organization;

..(C) a partisan political organization;

..(D) a nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the Internal Revenue Code of 1986 except that nothing in this section shall be construed to prevent participants from engaging in advocacy activities undertaken at their own initiative; and

..(E) an organization engaged in the religious activities described in paragraph (7), unless Corporation assistance is not used to support those religious activities.


..(9) Conducting a voter registration drive or using Corporation funds to conduct a voter registration drive.


..(10) Such other activities as the Corporation may prohibit.


..(b) Ineligible Organizations- No assistance provided under this subtitle may be provided to the following types of organizations (including the participation of a participant in an approved national service position under this subtitle in activities conducted by such organizations) or to organizations that are co-located on the same premises as the following organizations:

..(1) Organizations that provide or promote abortion services, including referral for such services.


..(2) For-profit organizations, political parties, labor organizations, or organizations engaged in political or legislative advocacy.


..(3) Organizations that have been indicted for voter fraud.


..(c) Nondisplacement of Employed Workers or Other Volunteers- A participant in an approved national service position under this subtitle may not perform any services or duties or engage in activities which–

..(1) would otherwise be performed by an employed worker as part of his or her assigned duties as an employee or by another volunteer who is not a participant in an approved national service position; or

..(2) will supplant the hiring of employed workers or work of such other volunteers.’.

Those that take the time to read it will discover that it's not mandatory.

"‘(3) enable the people of the United States to effect change throughout the United States by participating in active volunteer and citizen service."

The hearsay quotes mean to lead you to believe the religious statements are somehow onerous. In fact all those restrictions are the same as imposed on non-profits such as churches.

The volunteers will commit to a term of service where they will be trained in positions within non-profit corporations. Non-profits who want to employ these volunteers are picked according to the benefits the non-profit provides to the community or nation. FEMA will take a big chunk of them, train them in emergency services and use them in time of need.

The volunteers get paid the same as VISTA volunteers.

The link Gordon provided is the amendments to the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4950 et seq.), so this isn't really something new but something old that is expanded.

That's the way I read it anyway.

And, I agree. Certainly, those who have the time should read any bill in question for themselves if they have an interest. That would be smart. But, at the same time, one certainly has the right to pass on anything he or she feels might be of interest on a topic, whether it be their own opinion or someone else's opinion, and whether it's 100% doom and gloom, 100% good news, 100% personally checked out, not checked out at all, or something in between these extremes. At this writing, it's still, more or less, a free country.

If this bill passes, our congresspeople will be required to attest, under penalty of purjury, that they have read every word of a bill before they cast their vote on it. But that's just what it says on the above page. I didn't read the bill itself, so don't go taking my word for it. Even so, I do have an opinion about it: I LIKE the idea!

Yes Hugh, you do have an opinion. But...

as you are about to witness...the political opinons are becoming wearisome to this board...we'd like to get back to business...and if the posts are in some way helpful or relevant to our readers' business...then all is well.

This forum isn't going to become a platform forum for everyone's political opinion.
