Not sure I follow your logic . . . but I agree that help/destroy is not a dichotomy. (which, according to my dictionary, is "Being twofold; a classification into two opposed parts or subclasses").

That being the case, and for what it's worth, then I would offer

help/hinder
and
help/hurt

as dichotomies.

Politics aside, I don't think it's any more complicated than Nixon simply offering his opinion in answer to the question posed by Life Magazine. And I think he hit the nail on the head . . . or at least ONE of the nails!
