Since you have a fund manager in the family, here is an idea.
How about Seeds Of Wisdom Special Purpose Vehicle where members can make micro investments into other members' projects?
A closed crowd funded venture, maybe try a small test, what do you think? Too much red tape still in Oz? US has relaxed requirements and the article you linked to shows there is a demand.

I read an interesting article about how angel investors have changed recently...
Angel investors used to always be successful business-people who had sometimes cashed out of their businesses... and who wanted to invest their money to make more money in new businesses. But...
Now angel investors can also include a pimply 19 year old kid who has a couple of thousand dollars to put into a startup (if they're not putting it into the stock market)... So that just struck me as very interesting!
