The "free' ringtone sites have you put in your cell phone number online and a confirmation code is sent to your phone. When you enter it online, you are agreeing to a subscription and the service charges 9.95 a month to your cell phone bill.

How do you set something like that up? I can't find any information online.

It's a reverse auction site where you bid by phone and your phone is charged 99 cents per call.
Where can I find info on how to do this?
American Idol - you "text" your vote to a number and your phone is charged.
Any idea what this technology is called or what search terms I should be looking for to get more info on this?
