In a lot of cases small business don't need cash. They need connections

I shall attempt to Doug.
You need people who will get you in front as a many people of your target market as you can. Ideally you want him coming on broad with business already with which he get's a cut of in lieu of a salary.
Either you are going to have to add this person to your company or joint venture with them.
If you town hosts a big event say like a bowl game, the person(s) you need is sitting on that commmitte.
