Need Advice in Marketing and Promotion

We are looking for an advertising and marketing company that can work with us to package and market our site. We have some written material. What we need the most is some design help to package the image for our site.

I am wondering if anyone can refer to us a good marketing and advertising company that is willing to work with very new start-up?

Also, can anyone give me any advice as to how we should come up with a budget plan for an online and offline marketing campaign? We have limited marketing budget, what is the best way to spend our marketing money? What is the best marketing approach for start-up that has a tight budget? How do I tell if the pricing that we get from a marketing and advertising company is reasonable?

Any suggestion and help will be greatly appreciated.
