The main function of a water district is to consolidate the water treatment and distribution activities for mulitple cities or rural areas so they can take advantage of economies of scale. That's where Flint, Michigan was headed, but for some reason they jumped the gun and opted for an interim solution that turned into disaster. As tragic as that situation is, it has raised people's awareness of water safety. An article I read recently indicates that as many as 96 million Americans are at risk of lead in water. That's a third of the population. And that's only talking about lead.
