I don't understand all the passing on of bits and pieces and heresay...

Those that take the time to read it will discover that it's not mandatory.

"‘(3) enable the people of the United States to effect change throughout the United States by participating in active volunteer and citizen service."

The hearsay quotes mean to lead you to believe the religious statements are somehow onerous. In fact all those restrictions are the same as imposed on non-profits such as churches.

The volunteers will commit to a term of service where they will be trained in positions within non-profit corporations. Non-profits who want to employ these volunteers are picked according to the benefits the non-profit provides to the community or nation. FEMA will take a big chunk of them, train them in emergency services and use them in time of need.

The volunteers get paid the same as VISTA volunteers.

The link Gordon provided is the amendments to the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4950 et seq.), so this isn't really something new but something old that is expanded.

That's the way I read it anyway.
