Default Instead of Target=New the correcet code is
target="_blank"

target=new may work, sometimes, but only because the browser doesn't really know what to do and so opens a new window.

If the code is correct (target="_blank") then check out your scripting options. (Tools/Internet Options)

Other items that sometimes screw up browsing are Active X and unwanted (bad) items in the IE Temp folder.
