That's hard to say, of course.
It will work if the perception of what you are giving is more valuable than what they are giving up. But at the bottom of real estate market cycles, fear is working in overdrive. Even though prices are cheap, almost everyone thinks prices will drop even lower. Thus, to avoid further losses, vacant land owners may be willing to look at your deal.
