Google Local Biz Directory: Question for Listing a Client

I have client who's doing business real estate transactions in Nevada and California. I've already listed him in the Las Vegas Google Local Business directory and it looks great. When people type in the info for this city, his company appears.

But if I want to cover all of NV and CA, is there a way I can just enter the entire state, or would it be best just to take the time and list several major cities in both states?
