http://www.gigablast.com is one that I've used before which allows meta tag searching.
There may be others like it too. There are a lot of search engines out there - bing blekko cuil duckduckgo. And then there are API's for search engines too - which you can ask a developer to use to automate the searching and the emailing part. I've not looked into search engines and their APIs in a long long time - so have no idea which one would be useable however. But yes - if you want to implement this idea manually - gigablast is a good one to start with.
