Terrible Predicament

Our site currently recieves about 4000 unique visitors
per month and about 20000 page views.

We are using Doubleclick to sell ads on our site.
They are paying us $1.25 per 1000 page views on average.

The problem is my boss wants us to get $7.50 CPM
and have the ad agency SIGN to that figure.

I found ad agencies that give very high CPM's.

The problem is we need to have 1-2 million impressions
per month. My boss has instructed me to lie about our numbers.

Can these agencies find out that we are lying??

Is there any agency that will pay a high rate?

We are an online shopping portal so we are not very targetted.

For ethical and stress reason, I am about to leave my job
over this issue.

Any advice will be appreciated.
