Default Lots of ways to barter.

Barter and small business could be a headache for them...in the last 5 years the IRS has clamped down on barter, TAXES of course, so the type of barter needs to be set up with full knowledge of the rules, etc.

Merchandise is purchased either through wholesalers, and often on credit.

I'm not sure what you want to do, but, it sort of reads to be messy.

Radio stations do this already, have for decades. What do they need you for? If you flesh it out a bit, then maybe we can advise or suggest.

As for a pallet of goods...you could walk into store and offer a promotion, like sign up for a drawing. Create a display and have the merchant collect names, emails and phone numbers and he picks a winner every couple of days (month or two week promotion).

I'm not sure what advantage your idea has over just buying a pallet and selling it on craigslist. The fewer people involved the better and I think you are right, it isn't (or doesn't appear to be) a Fly Low -Collect the Dough operation.
